Latest Farmer Leaders & Government Meeting | Both Sides Agrees on 50% of The Farm-Bill Terms

Being the sixth round of talks between the farmer leaders from across the nation and the union government leaders, a mutual consensus was the need of the time and though not complete but it’s always better to have something than nothing. The two of the four demands by the farmer leaders have been agreed upon by the union ministers and for the remaining two demands the unions will meet again on the 4th of January 2021.  The union government went against its own previously released ordinance ‘Commission for the Air Quality Management in National Capital Region and Adjoining Areas Ordinance 2020’, the government decriminalised the burning of ‘Parali’ (Hindi for Farm Straws) during harvesting seasons. The government had earlier criminalised the act of burning farm straws in or around the NCR with concerns related to Environmental Health and rapidly deteriorating New Delhi’s Air Quality Index each year during harvesting. The Government of India also dropped the provisions to enact ‘Electricity Amendment Bill 2020’ which are meant to improvise some changes in the existing mode of subsidy payments to the consumers.

However, both sides could not come to a conclusion for the repealing of all three farm laws and on certain clause with minimum support price (MSP). Therefore, the government and farmer leaders decided to meet again next week to have further discussions.

After finishing the meeting with farmer leaders, the Union Agricultural Minister while giving his comment said, “There has been mutual consensus between the government and farmer leaders on two of the four issues that farmer unions placed during the discussion today.”

The Agricultural Minister added that farmer leaders wanted the farmers to be kept out of the extent of the new ordinance for controlling air quality index.

“The farmer leaders had objections against criminal actions to prevent the act of burning farm straws, we told them that we are aware of their concerns and we will decriminalise it,” said the union agricultural minister.

While talking about the Electricity Amendment Bill, the agricultural minister said, “The farmer leaders on behave of their unions, demanded to continue the existing system of power subsidies paid by the government to the farmers. We have agreed on that as well.”

“Unions have been demanding the repeal of the three farm laws and we have tried to tell them that the government is ready to discuss provisions on which farmers have problems,” the minister added to his statement.

The Agricultural Minister, Narendra Singh Tomar headed a ministerial committee that included Food Minister, Piyush Goyal, and also the Minister of State for Commerce and Industry, Som Prakash. The committee represented the side of Central Government of India and from the farmers end around 41 farm unions have sent their leaders to represent the farmer’s side. The farmer side also include the BKU (Bharatiya Kisan Union) general secretary Yaduveer Singh Malik. On 30th December, The meeting started around 2:30 pm in the afternoon and ended around 7 pm in the evening with a positive outcome of agreement on a few terms.

While commenting on the outcome of the meeting, Darshan Pal, the Samyukt Kisan Morcha leader said, “The meeting’s conclusion should not be taken as 50% success as there has been consensus on two small issues while the other two issues of major importance were left unresolved. So this meeting is only 25% success and not 50%.”

“At the start of the meeting, we weren’t hopeful about the outcome but as we proceeded with the meeting, the government agreed to two of our demands. However, the other two being our main demands were left untouched. The demands to repeal all the three farm laws and the regarding the purchase of crops on MSP are yet to be discussed, and these will be discussed on 4th of January. So we are happy that finally something positive came as the outcome to our meeting,” said Joginder Singh Ugrahan, BKU President.

“Delhi: Union Ministers Narendra Singh Tomar and Piyush Goyal arrive at Vigyan Bhawan to hold talks with farmer leaders,” tweeted ANI from its official Twitter handle.

As per the ANI report this will be the sixth round of talk between farmer leaders and the Union Government leaders.
